1st Vermont Infantry, c. 1905.
The photographer's marking on the back of this postcard locates this in Vermont, where Company L of the 1st Infantry Regiment was from Newport in the far north of the state. This scene appears to be at the annual summer encampment when these men received their first issue of new model 1902 dress uniforms, which would account for the disparate badging, cords on either left or right side, and lack of proper fit. Well, at least the corporal on the right seems to know what he's doing.
