The clear "34" under crossed cannons on this soldier's collar identify a member of the 34th Coast Artillery Company. The 34th was stationed at Fort Stevens, Oregon, as part of the Coast Defenses of the Columbia. It was members operated mine defenses rather than the more usual function of manning artillery pieces.
