Decree for the Reorganization of Army Infantry, Confirmed by Highest
Authority.
Part I.
New composition of Army infantry.
§ 1. For more convenient administration and organization, in peace and war, the army infantry is reorganized.
The infantry forces, except for the Separate Caucasus Corps, changes its composition according to the reorganization, and is to be organized as defined by this Administrative Decree.
Army Cavalry regiments are to be reformed in a new and stronger organization and are to have a new allotment to Divisions and Corps.
§ 2. The Corps subject to reorganization are: the Separate Grenadier Corps; 1st, 2nd, 3rd, 4th, 5th, and 6th Infantry Corps; 23rd Infantry Division, stationed in Finland.
§ 3. In the reorganization, the number of Corps and Reserve Divisions remains the same as now, namely:
Seven Corps: Separate Grenadier, 1st, 2nd, 3rd, 4th, 5th, and 6th Infantry.
In addition, there is the Separate Caucasus Corps which remains unchanged pending further direction.
Seven Reserve divisions:of the Separate Grenadier Corps (in wartime) and of the 1st, 2nd, 3rd, 4th, 5th, and 6th Infantry Corps (in peacetime as well as in wartime).
The number of divisions, brigades, regiments, and reserve brigades is decreased. Upon reorganization they will be:
Division: - 3 Grenadier, 19 Infantry.
Brigades: - 6 Grenadier, 38 Infantry.
Regiments: - 88.
Reserve brigades: - 3 for Grenadier divisions, 18 for Infantry divisions.
§ 4. In their new composition, Corps have three divisions each, namely:
Sep. Grenadier - 1st, 2nd, and 3rd Grenadier

Divisions.

6th Infantry 16th, 17th, and 18th Inf. Divisions.
The 19th (now 23rd) Infantry Division, not being a part of any Corps, remains separate in Finland under the Commander of forces there.
§ 5. Every division consists of two brigades: the first and second.
§ 6. The brigades are made up of:
In a Grenadier division: The First two Grenadier regiments. The Second one Grenadier and one Carabinier.
In an Infantry division: The First two Infantry regiments. The Second two Jäger regiments.
§ 7. Regiments have different compositions, both in the number of active battalions and in the number of reserve battalions, namely:
a) In each of the regiments of the Separate Grenadier Corps and of the division in Finland:
Three active battalions, each of 1000 men, with a noncombatant company.
One reserve battalion, of 600 men in peacetime and 1000 in wartime, with a noncombatant section.
b) In regiments of the 1st, 2nd, 3rd, 4th, and 5th Infantry Corps: four active battalions each, of 1000 men, with one noncombatant company, and in addition:
In wartime. Two reserve battalions each, of 1000 men, with two noncombatant sections.
In peacetime. One combined reserve battalion each, of 800 men, with a combined noncombatant section.
c) In the 6th Infantry Corps:
Six regiments.
Each of three active battalions, each of 1000 men, with one noncombatant company, and in addition:
In wartime. Two reserve battalions each, of 1000 men, with two noncombatant sections.
In peacetime. One combined reserve battalion, of 800 men, with a combined noncombatant section.
Six regiments.
Each of three active battalions, each of 1000 men, with one noncombatant company, and:
One reserve battalion each, of 1000 men in wartime, and 400 men in peacetime, with one noncombatant section.
§ 8. The reorganization of regiments in accordance with their new composition, i.e. which of the regiments existing now will remain, and which will be disbanded and joined to those remaining, is defined in detail in the accompanying Table.
Note:
1. Of the forces shown in the table, the battalions of the regiments of the
current 17th Infantry Division which are located in Russia will take on the
titles of : first and
second active battalions. However, this divisions first
battalions, which are remaining for a time in the principalities of Moldavia
and Walachia, are renamed:
Battalions of the Yekaterinburg, Tobolsk, Tomsk, and Kolyvan Regiments
become the fifth battalions
of these same regiments.
Battalions of the 33rd and 34th Jäger Regiments become the
sixth battalions: the first of the Yekaterinburg Infantry
Regiment, and latter of the Kolyvan Jäger
Regiment.
2. The First Brigade of the current 14th Infantry Division, and the whole of the current 20th Infantry Division, both with the Separate Caucasus Corps remain named and organized as they are at present until such time as they are returned, and the regiments to which these divisions battalions are to go are to denote that such-and-such battalion has not arrived from such-and-such regiment.
§ 9. In peacetime, reserve battalions of the Grenadier Corps are located with their regiments, while in wartime they are to be separated from them, forming:
The Reserve Brigade of the 1st Grenadier Division from the four reserve battalions of the 1st Grenadier Division.
The Reserve Brigade of the 2nd Grenadier Division from the four reserve battalions of the 2nd Grenadier Division.
The Reserve Brigade of the 3rd Grenadier Division from the four reserve battalions of the 3rd Grenadier Division.
In their totality, these three brigades form the Reserve Division of the Separate Grenadier Corps.
§ 10. Reserve battalions of the Infantry divisions of the 1st, 2nd, 3rd, 4th, 5th, and 6th Corps, in peacetime as well as wartime, are located apart from their regiments, and form Reserve brigades, which are made up of:

§ 11. The Reserve battalions of the 19th Infantry Division, deployed in Finland, are not separate from their regiments, but instead remain with them.
§ 12. Each Corps is commanded by a General who is the Corps Commander [Korpusnyi Komandir].
Each Grenadier and Infantry Division is commanded by a General who is the Division Commander [Nachalnik divizii], and each brigade¾by a General who is the Brigade Commander [Brigadnyi Komandir].
Note. A Division Commander is not authorized his own General.
A Reserve Division is commanded by a General, and a Reserve brigade¾by a Colonel.
§ 13. The number of personnel in Corps, Divisional, and Brigade Headquarters [Shtaby], as well as in the Headquarters of Reserve divisions and brigades, is defined by the accompanying organization tables Nos. 1 and 2.
§ 14. The number of personnel, supply wagons, and horses in active, reserve, and combined reserve battalions of each regiment, as well as in noncombatant companies and sections, is defined by the appended organization tables.
a) Number of personnel.
In active battalions of the 1st, 2nd, and 3rd Grenadier Divisions; 16th, 17th, and 18th Divisions (in the 6th Corps); and the 19th Infantry Division.
In reserve battalions of the 1st, 2nd, and 3rd Grenadier Divisions and the 19th Infantry Division.
In active battalions of the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, and 15th Infantry Divisions.
In reserve and combined reserve battalions of the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, 15th, 16th, 17th, and 18th Infantry Divisions.
b) Number of supply wagons and horses.
In active battalions of the 1st, 2nd, and 3rd Grenadier Divisions; 16th, 17th, and 18th Divisions (in the 6th Corps); and the 19th Infantry Division.
In active battalions of the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, and 15th Infantry Divisions.
In reserve and combined reserve battalions of the 1st, 2nd, and 3rd Grenadier Divisions; 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 11th, 12th, 13th, 14th, 15th, 16th, 17th, and 18th Infantry Divisions.
In accordance with these tables and this Administrative Decree, the Commissariat Department will make up new organization tables for the forces, and submit them for confirmation.
§ 15. Each regiment is to have a noncombatant company [nestroevaya rota], and each reserve battalion¾a noncombatant section [nestroevoe otdelenie].
These companies and sections consist of the noncombatant lower ranks in the regiments and battalions.
§ 16. A noncombatant company is commanded by a Company-grade Officer [Ober-Ofitser] of any rank from Sublieutenant [Podporuchik] through Captain [Kapitan], while personnel of noncombatant sections are led by a non-commissioned officer of the Train under the supervision of the Battalion Adjutant.
§ 17. For promotion purposes, Commanders of noncombatant companies have a special line of seniority for each Army, with each Corps having: 2 Captains, 2 Staff-Captains, 4 Lieutenants, and 4 Sublieutenants.
§ 18. They wear Train uniforms, with shakos and shoulder straps [of lower ranks M.C.] having the No. of the regiment to which the company belongs, and the epaulettes [of officers M.C.] having the number of the division in which it is.
§ 19. Noncombatant companies and sections with regiments and reserve battalions are directly subordinate to the Commanders of their regiments and reserve battalions, who are also responsible for the completeness and good condition of supply wagons, horses, and everything else in the companies and sections.
Part II.
Consequences of reorganization changes in the
infantry.
§ 20. With the reduction in the number of divisions in accordance with § 3 of this Administrative Decree, the titles of 23rd, 24th, 25th, and 26th Infantry Divisions, and also of Reserve Brigades of the 19th, 24th, 25th, and 26th Infantry Divisions, are abolished.
§ 21. The Divisional Headquarters of the 1st, 2nd, and 3rd Grenadier Divisions, and of the 1st, 2nd, and 3rd Infantry Divisions, remain with these same divisions, but Headquarters of the rest of the Infantry divisions are assigned as follows:

§ 22. The headquarters of the Combined brigades of the 4th, 8th, 12th, and 16th Infantry Divisions are to be disbanded upon their return from the Separate Caucasus Corps.
§ 23. Since by this reorganization, divisions will consist of only two brigades numbering four regiments, in each division the positions of one Brigade Commander, along with his staff, and two Regimental Commanders, are abolished. The Generals and Field-grade Officers of the abolished brigades and regiments will be reassigned.
§ 24. Officers of the Headquarters of the Combined Brigades of the 4th, 8th, 12th, and 16th Infantry Divisions, and of the abolished brigades, are to be distributed at the discretion of Army Commanders-in-Chief, the Commander of the Separate Grenadier Corps, and the General Commanding the forces deployed in Finland.
§ 25. The files and correspondence of the abolished Brigade Headquarters are to be sent to their respective Divisional Headquarters, and that of the abolished divisionsto the Corps Headquarters to which they belonged.
§ 26. The following are left to the discretion of Army Commanders-in-Chief, the Commander of the Separate Grenadier Corps, and the General Commanding forces deployed in Finland.:
a) The use of surplus noncombatants and other ranks in some regiments and battalions to make up shortfalls in others.
b) The assignment of surplus lower ranks of one branch to another, as much as may be possible and necessary.
c) The sending of wholly surplus personnel to other forces where there is a need for them.
d) The filling of personnel shortages in noncombatant companies and sections from the left-over surplus in Train battalions.
§ 27. With the execution of this plan, the designations of Train brigades and Train battalions in the Separate Grenadier Corps and 1st, 2nd, 3rd, 4th, and 6th Infantry Corps are discontinued.
§ 28. Brigade and Battalion Commanders of the Train, who remain but under the titles of Corps and Divisional Senior Wagon Masters [Ober-Vagenmeistery], respectively, as assigned by Corps and Division Commanders, are to be used for inspecting the supply elements of noncombatant companies and sections and are to report their condition to Corps Commanders (in the case of Corps Senior Wagon Masters) and Division Commanders (in the case of Divisional Senior Wagon Masters).
The positions of Adjutants to the Corps Senior Wagon Master are abolished. The clerks assigned to them are reassigned as Corps Commanders see fit.
§ 29. Commanders of Divisions, Brigades, Regiments, Reserve Divisions, and Reserve Brigades are prescribed an addition to their allowance money: 1000 roubles a year for Division and Brigade Commanders, and 500 roubles for the rest. The total sum they receive is:
Division Commanders ¾ 7000 roubles a year.
Brigade Commanders ¾ 5000 roubles a year.
Regimental Commanders ¾ 3500 roubles a year.
Commanders of Reserve divisions ¾ 4500 roubles a year.
Commanders of Reserve brigades ¾ 3500 roubles a year.
Brigade Commanders of Train Brigades [Furshtatskiya brigady], upon their assumption of duties as Corps Senior Wagon Masters in accordance with § 28 of this Administrative Decree, retain the currently received subsistence allowance for as long as they remain in their current duty positions. Senior Wagon Masters assigned to their positions are not authorized subsistence allowances.
§ 30. Corps and Divisional Senior Wagon Masters are not prescribed government horses. In their place, Senior Wagon Masters as well as Commanders of noncombatant companies are to be issued forage for one horse each.
Part III.
Measures to be taken to accomplish the infantry reorganization
plan.
§ 31. Upon HIGHEST Confirmation of this Administrative Decree, it is to be simultaneously disseminated throughout the whole military establishment in order that appropriate cognizance be taken of all the proposed actions regarding this reorganization.
§ 32. The time at which the reorganization of the forces in accordance with this program is to be started will be named by a special HIGHEST order.
§ 33. With the designation of the various Corps to be reorganized, for the new divisions, brigades, and regiments the following will be confirmed by HIGHEST Order: Commanders of divisions, Brigade and Regimental Commanders, and also Commanders for Reserve brigades.
§ 34. After receiving this program, Commanders of regiments and reserve battalions are to immediately bring the units entrusted to them to complete readiness throughout, so that no delays will be encountered in regard to movements or the units being turned over and accepted in their new configuration.
§ 35. In every regiment and reserve battalion that will join a new regiment, the following are to immediately be made completely correct and accurate: a) Service records and nominal lists of Field and Company-grade Officers. b) Service records, equipment lists, and ranked lists [Formulyarnye, armaturnye i ranzhirnye spiski] for lower ranks. c) Special lists of sick and detached Officers and lower ranks, showing exactly where they are, and since what time, andfor lower rankswhat clothing, accouterments, weapons, and live cartridges they have with them. d) Full and clear tables of weapons, uniforms, accouterments for both men and horses, and all government items. e) Detailed accounts of shortages in uniforms, accouterments, weapons, and ammunition, with an explanation of the reasons they are lacking, to whom and when these were reported, and what steps are being taken to make good all missing items. f) Lists of supplies and horses. g) Statements attesting to final settlements of pay, rations, uniforms, accouterments, weapons, and everything affected by this administrative decree. h) Accounts of all government sums, soldiers funds, and supply monies. i) Accounts of outstanding claims, if there are such.
All this information, under the signatures of the Commanders of the regiments and reserve battalions, will be used to document the state of each unit that will become part of a new regiment.
Note: Statements attesting to the final settlements of monies for repairing weapons, as well as to quantities of training supplies (i.e. powder and lead), go in the original with the first battalion of a disbanded regiment. The second battalions are to be supplied with copies. It is to be noted on the original statement that a copy was given to the battalion joining such-and-such regiment; on the copy, it is to be noted that the original went with the first battalion to join such-and-such regiment.
§ 36. Regimental files and the books for Commissariat, Provisions, and regimental affairs are to be likewise prepared for transfer. These files and books are to be turned over to those regiments to which first battalions of disbanded regiments are joining.
§ 37. Commanders of Divisions, Brigades, Reserve Divisions, and Reserve Brigades are to correctly compile all the indicated information, and in general see to the preparation of regiments and battalions for reorganization.
§ 38. Troops are to begin moving upon the receipt of instructions to that effect.
§ 39. For forming regiments in their new organization based on Highest confirmed lists, rendezvous points are to be designated for the troops, in locations which in their own time will be supplied to each Corps.
§ 40. March routes to be followed by troops joining new regiments are to be drawn up in the Armies Main Headquarters, in the Department of Military Settlements, and in the Headquarters of the Separate Grenadier Corps.
§ 41. The movement of battalions of the 19th (current 23rd) Infantry Division to form new regiments will be at the order of the Commander of forces deployed in Finland.
§ 42. All directions for the relocation of reserve battalions located apart from their regiments will come from the Department of Military Settlements.
§ 43. Before the movement of troops is begun, the Provisions Department and the Intendance of the 1st Active Army (for the personnel on its rations lists), while in Finlandthe Governor-General there, will make arrangements for supplying provisions o the regiments and battalions during this move. In this regard, the Provisions Department and Intendances of the Armies are to be supplied beforehand with detailed information and march routes for scheduled movements of troops, for the rendezvous points of battalions, and for the places where regiments will be quartered in their new organizations.
§ 44. Commanders of Divisions and Reserve Divisions are to notify beforehand Civil Governors of exactly what troops will pass through their Provinces, and when, so that arrangements can be made for escorting them and preparing the necessary numbers of local inhabitants carts [podvody].
§ 45. Regiments and battalions will be conducted to rendezvous points in the following manner: a) Regiments of which all three battalions, or both active ones, are going to become part of one new regimentare to be conducted by their Regimental Commanders. b) Regiments divided into battalions which will join new regimentsby their battalion commanders, whereby the Regimental Commander is not with these battalions, and they are under the direct management and care of Division and Corps Commanders. c) Reserve battalions of regiments of the Separate Grenadier Corps and the 19th Infantry Division, divided into half-battalions for becoming part of the reserve battalions of new regiments, are to be conducted: first two companies by Battalion Commanders, and last two companiesby junior Field-grade Officers. d) Reserve battalions shown (§ 8) as sixth reserve battalions and designated to become part of combined reserve battalions, are to be conducted by their Battalion Commanders.
§ 46. Sick personnel in the regimental lazarets [polkovye lazarety] of disbanded regiments are to be moved to nearby military hospitals when such are available, with only their uniform clothing items without accouterments. If such a transfer is not possible, then the lazarets are to be left in place, and when the sick men recover they are to be conducted to their regiments by the Internal Guard. When, however, there are no more than ten sick men remaining, then they are to be transferred to Town hospitals, and the lazarets subsequently closed and sent to their regiments. All arrangements in this regard are left to the Corps and Division Commanders.
§ 47. If a regiment is to be formed at some designated quarters under the new organization, then to that place are to be transported all materiél, serviceable and unserviceable accouterments, and everything else that belongs to the new regiment. If, however, a regiment is to formed at a collection point for labor or guard duties, then the regiments materiél and extra or unfinished accouterments [zaruchnaya i nedostroennaya ammunitsiya] not needed for a basic equipping of the regiment are to be transported from the current to the newly designated Regimental Headquarters.
§ 48. During the movement of regiments and battalions, local inhabitants carts are to be requisitioned only as most unavoidably necessary, such as: for the sick, transport of extra accouterments, supplies for which horses are not authorized in peacetime, and for quartering parties [kvartirgery] and bread ovens [khlebopeki] sent on ahead of their regiments and battalions.
§ 49. The number of carts for all these needs for two active battalions is prescribed to be no more than 40; for one active or reserve battalion of a thousand men20; for one reserve battalion at cadre strength10.
In demanding the provision of carts from Civil Governors, division Commanders are to act in strict accordance with these numbers. But if in some special need for a certain regiment or battalion more than the prescribed number of carts is demanded, then the division Commanders, having given their approval, must at the same time report the reasons for it in full detail to Corps Commanders, who in turn must report this to the Commander-in-Chief.
§ 50. Carts are to be requisitioned with compensation based on the Committee of Ministers HIGHEST Confirmed Administrative Decree of 15 March (25 June) 1824. But for the movement of troops in the Kingdom of Poland, compensation is based on the administrative decree in force there.
§ 51. Each unit of troops, upon arriving at the unit with which it is to form a new organization, is to immediately join with it.
§ 52. The transfer of regiments and battalions at the time they join a new organization is to be done in two units:
A transfer of the combatant unit.
A transfer of an administrative of logistics element.
The first units transfer includes one count of personnel as well as weapons, uniforms, and accouterments which they have.
The second element concerns all the logistical equipment of the regiment or battalion.
§ 53. Regimental Commanders of disbanded regiments, at their separation into battalions for other regiments, are to entrust the battalions to Battalion Commanders who will conduct them in accordance with § 45 of this plan, and who are to deliver these battalions to the new regiment as one combatant unit with all the information listed in § 35.
§ 54. The transfer of battalions to new regiments, in regard to their logistics element, is carried out by the Regimental Commanders themselves. In this, Regimental Commanders, upon the transfer of one battalion to a new regiment, are to carry out the transfer of the other battalion, and then the third (in those regiments where reserve battalions are not separate from the active ones).
§ 55. However, if Regimental Commanders must turn over their current regiments and then accept new ones entrusted to them after reorganization, then in order that there be no delay caused by the transfer of their own battalions that are joining various regiments, they are to turn over the battalions of their current regiments to the Battalion Commanders, in complete accordance with regulation procedures and accompanied by all required information.
§ 56. Having received battalions from Regimental Commanders according to regulation procedure, Battalion Commanders then also acquire the responsibility regarding their transfer to new regiments.
§ 57. If some obstacle is encountered in thus turning over battalions by Regimental Commanders to Battalion Commanders, then Regimental Commanders are to turn them over to Battalion Commanders only in regard to the combatant element and all correspondence files. However, final accounts in regard to the transfer of all logistical elements are to be handled by them directly with the other Regimental Commanders to whom the battalions, or complete regiments, are going under the new organization. However, this is only allowed for especially significant reasons and with the permission of Corps Commanders.
§ 58. Reserve battalions whose combatant and logistics elements are located separate from their regiments are transferred by Battalion Commanders.
§ 59. The turning over of all units upon their arrival in the new organization must without fail, in regard to the combatant element, be accomplished in the space of ten days from the time they arrive.
§ 60. Upon the final transfer of a regiments or battalions combatant element, then at this time Regimental Commanders are to begin the transfer of the logistics element, in accordance with the rules below.
§ 61. The uniforms, accouterments, and weapons in regiments designated to be disbanded are to be turned over to the new regiments in their entirety and in a condition appropriate to the amount of time they have been used, in accordance with directions which the Commissariat Department will give to Division Commanders.
§ 62. All brass, iron, and in general all items without a wear-out time, and for which regiments receive annual upkeep funds, must be turned over to new Regimental Commanders in good condition.
§ 63. Items of uniforms and accouterments now being issued from the Commissariat, or about to be issued, and which have not yet been sent to the regiments, are to be received from the Commissariat by the personnel sent for this purpose. But the items are not to be transported to current regimental quarters, but to quarters in accordance with the new organization, as arranged for the by Commissariat, and taking into account the time which will be designated by HIGHEST Authority for reorganizing the various Corps.
When these items are delivered, Commanders of the regiments which requested them are to accept and register them in their books upon receipt, and make their own arrangements for transferring them to the regiments of the new organization.
§ 64. Each regiments supply train for government equipment, along with its horse-harness items, is to be transferred to the regiments of the new organization in as much quantity as required.
§ 65. A regiments transport and train horses are likewise transferred to regiments of the new organization. Those left over as surplus are to be immediately sold through arrangements by the division commanders, and the money received for them is to be turned over to the control of the Commissariat.
§ 66. Musical instruments in regiments designated to be disbanded are to be transferred only if they are government property. Others, since they belong to the Regimental Commanders, as well as drum-majors uniforms, are to be kept by the current Regimental Commanders and excluded from regimental tables.
§ 67. Craftsmens tools and lazaret instruments from regimentals designated to be disbanded are to be turned over to new regiments in equally divided numbers, by division Commanders, following direction from the Commissariat Department.
§ 68. In turning over weapons to new regiments, Regimental Commanders are to take care that each battalion has muskets of the same caliber, i.e. short-barreled or long-barreled. If this is not possible, then at least one of the two battalions of the divided regiment is to have the same kind of musket for a full complement of personnel.
§ 69. The transfer and receipt of logistical elements must be done without the least delay. Commanders of Brigades, Divisions, and Corps are to directly, fairly, and dispassionately take care to avoid any inappropriate demands on the part of the receiving regiments.
§ 70. If any argument or confusion arises between receiving and delivering regiments, then division Commanders will make a detailed examination and decision. But if the receiving and delivering regiments desire to have a disinterested mediator, then they are allowed to themselves choose (with confirmation by the Corps Commander) two mediators who then choose a third. They settle the dispute, with neither the receiving nor delivering side having the right to make any objection to the arrangements made by these mediators.
§ 71. Regimental Commanders are to report through their chain of command the progress of transfers and receipts, with explanations of the reasons for delays. Along with this report through the chain of command, Regimental Commanders are to report every ten days directly to the Minister of War, for transmittal to the SOVEREIGN EMPEROR.
§ 72. The successful transfer of regiments and battalions will serve as evidence of the ability and performance of Regimental Commanders. Commanders-in-Chief, the Commanders of the Separate Grenadier Corps, and the Commanders of the Forces Deployed in Finland, are to inform the Minister of War of such successful Field-grade Officers, for bringing to HIGHEST notice.
§ 73. At the final transfer of regiments and battalions, receipts [kvitantsii] for them in the accompanying format are given to Regimental Commanders, in accordance with regulations. Copies of these receipts are submitted according to established procedure.
§ 74. When the units assigned to new regiments and combined reserve battalions join together, then regiments and battalions are to be formed according the new organization.
§ 75. Regimental Commanders equalize their battalions, transferring Officers as well as lower ranks from one battalion to another, as they see fit.
§ 76. Division Commanders may assign, as they see fit, surplus headquarters lower ranks arriving with first battalions, but if during this they find it necessary to transfer classed civilian officials [klassnye Chinovniki] from one regiment to another, then they are to proceed in accordance with orders from the chain of command.
§ 77. All ranks from those units which will become part of new regiments and who are located in different places due to illness or detached duties are to be included in regiments of the new organization as appropriate. Division Commanders are to make arrangements so that these personnel are sent to new regiments: the sick, upon their recoverywith their uniforms (§ 46), and those on detached dutywith their uniforms, accouterments, and weapons.
§ 78. Commanders of Regiments, Brigades, and Divisions are to ensure the timely return to their regiments of sick personnel and men on detached duty, and that under no pretext are there to be personnel on unapproved detached duty.
§ 79. Uniform items in regiments of the new organization must serve for their prescribed wear-out periods in their current form, even though this may cause lack of uniformity.
§ 80. In order to avoid a parti-colored appearance when men from Carabinier and Jäger regiments join infantry regiments, or men from the infantry join Carabiniers or Jägers, collars and other trim on coats may be redone in the patterns of those regiments which personnel are joining. The materials required for this may be exchanged for in Commissariat Commissions upon the request of Regimental Commanders.
§ 81. All transferred accouterments will be registered in the tables of new regiments under the wear-out periods which they had when the Commissariat issued them to current regiments.
§ 82. Since in the formation of regiments according to the new organization some infantry regiments will have partly infantry accouterments and partly black jäger accouterments, and some Jäger regiments will partly have white infantry accouterments, division Commanders are to arrange the transfer to Jäger regiments of black accouterments delivered to infantry regiments in exchange for the same amount of white infantry equipment from the Jäger regiments. White deerskin accouterments remaining in Jäger regiments after this are to be blackened and cleaned with polish in the Jäger style.
§ 83. Supply-train lower ranks in noncombatant companies and sections keep their train uniform.
§ 84. Regiments in the new organization have shoulder straps on coats and greatcoats in the following colors:
In infantry regiments. First regiment in a division red; Second white.
In Jäger regiments. First regiment light blue; Second green [i.e. dark green M.C.] with red piping.
§ 85. All shako plates with numbers from No. 1 through No. 38 now in infantry and Jäger regiments are to be transferred, as appropriate, to regiments of the new organization. Those regiments which have to send these items no farther than 300 versts [200 miles] must transport them using regimental draft horses, and deliver them in good condition to the regiments to which they belong. Other regiments are to turn in these items in good condition to the nearest Commissariat Commission, from where they will be sent out in accordance with the new assignments.
§ 86. Shako plates with numbers higher than 38 are to be turned in to the nearest Commissariat Commission. Subsequently any shortfalls in a total required number of shako plates is to made good by the Commissariat. Until such time as the transfer of shako plates from regiment to regiment is fully completed, along with the Commissariats making good of any shortfalls, troops are to have covers on their shakos in all circumstances.
§ 87. In order to avoid inconveniences which may be met in similarly transferring numbered buttons, all regiments will be issued a full complement of buttons with their assigned numbers from the Commissariat. When these are received, the old buttons are to be turned in to the care of the Commissariat.
§ 88. Carabinier and Jäger regiments are to have grenades on their cartridge pouches, following the example of Grenadier and infantry regiments.
§ 89. Commanders of Divisions and Reserve Divisions are to make an immediate and direct report to the Minister of War upon the turn over and receipt of regiments and battalions, and upon their being formed into the new organization. They will submit: a) Copies of the receipt forms for receiving regiments and battalions. b) A nominal list of Field and Company-grade Officers and classed Officials who are part of the new regiments. c) Tabular reports of the composition of the regiments, using the accompanying form No. 2. d) Lists of Officers and summary information on lower ranks, for personnel at various places due to illness or detached duties, using forms No. 3 and No. 4. e) Information on shortfalls in weapons, uniform items, accouterments, and transport, using the accompanying form No. 5. f) Information on transport and draft horses, using the accompanying form No. 6.
§ 90. Six months after the formation of regiments in an entire Corps, service records for all lower ranks in the regiment are to be sent to the Inspection Department.
§ 91. When the information of § 89. of the Administrative Decree has been received from division commanders, the Inspection Department will arrange HIGHEST Orders announcing the transfer of Field and Company-grade Officers from current regiments to new ones, and will draft proposals in regard to reassigning surplus personnel as well as to filling shortages.
§ 92. When new regiments are organized, lists of all uniform and accouterment items in them are to be drawn up immediately, using the format which will be distributed for this purpose by the Commissariat Department.
Division commanders will send these lists to the Commissariat Department no later than one month after their regiments have joined together in the new organization. One-third of a year after the reorganization of the forces, regiments should already be submitting regimental tables in accordance with current procedure.
§ 93. Commanders of divisions and Reserve divisions, once commanders of regiments and reserve battalions have received their new regiments and battalions, are to send full information to the Artillery Department regarding weapons and ammunition in all of a divisions regiments and battalions, using the accompanying Form No. 7, being personally responsible for accuracy.
§ 94. Upon receiving this information, the Artillery Department will immediately arrange to fill any shortages in weapons and ammunition which are discovered during the reorganization of regiments, as well as other shortages which by regulation may be made good (see the Appendix).
